Vision
CLD International envisions a society where human development focused legislation is enacted by democratically elected and functioning legislatures.
Mission
Its mission is to promote a meaningful productive interaction between an efficient, effective legislature and dynamic, vibrant civil society.
Objectives
  • To develop and sustain people’s full and informed participation in the formulation, implementation and evaluation of policy decisions and outcomes.
  • To enhance institutional efficiency and effectiveness of legislatures as deliberative decision making bodies.
CLD is a Philippine-based, private, not-for-profit organization, which assists national and local legislatures in capacity development and in broadening citizen participation in the legislative process. 

It has provided training, policy research and information development services concerning legislative strengthening advocacy, gender and public policy, and local governance in select countries and territiories in  Asia, Africa and the Middle East.

The Center has been involved in the review of the legislative process and capacity development of national legislatures of Laos, Cambodia, Vietnam, Mongolia, Kyrgyzstan, Philippines and other countries in the Asia Pacific Region.

The Center’s pioneering work in legislative strengthening and education in the Philippines started in 1988 with the Post-Marcos Congress. These activities involved training of legislative staff of the Philippine Congress, Legislative liaison of government agencies and civil society groups in the last two decades.
